The meeting was attended by heads and specialists of the FBU "URALTEST" FBU "ROSAVTOTRANS" in the Urals Federal District, ATiADN Ural Department of the State and road supervision of the Federal Service for Transport Supervision (Rostransnadzor), the prosecutor of the Sverdlovsk region, supervision department of food hygiene of the Federal Service for supervision of consumer rights protection and human welfare in the Sverdlovsk region, the department of state supervision in the Sverdlovsk region of the Urals interregional territorial department of the Federal agency for technical regulation and metrology, FBU "FMC Tatarstan", LLC "Termogarant" certification body Samten-FUND, as well as other officials. Direct participation in the meeting were the staff and the Ural center of expertise and conformity assessment in road transport.
Let me remind you that with January 1, 2016 to legal entities and individual entrepreneurs engaged in the transport of perishable goods by road in city, suburban and intercity communication, it is necessary to have a certificate of compliance with the vehicle standards set forth in the SPS Agreement, signed in Geneva on 1 September 1970
I must admit that the communication was very much alive and, in my opinion, effective. On the agenda were issues of food security. After all, we, for example, ever faced with the purchase of the same milk with the problem that the expiration date has not yet been released, but it is flawed. Often, this problem is connected with the violation of the conditions of the temperature of the product delivery from the manufacturer to the retailer. During the discussions the claim were made by the organizations to check the quality of products. Also, it was noted that control of the road transport of perishable goods impossible to completely secure the measures of administrative resources. The need for social responsibility of business structures. Socially important facilities (kindergartens, schools, hospitals, etc.) are interested to receive fresh products, and the manufacturer is interested in high-quality delivery of their products to the consumer. It would seem that the solution suggests itself. But the paradox of life suggests otherwise. One of the reasons - lack of administrative punishment.
The first who has to take care of transport Under "perishable" SPS requirements are large retailers. At the stage of the selection of the carrier and sign the agreement, they put demands on the observance of a temperature mode transport of products, and, on a mandatory basis, confirming the relevant protocols. I hope that in the future this will become a trend, which is taken up by all market participants. Revival transportation system for the requirements of ATP - this is another step towards achieving the objectives.
Also, during the meeting it was discussed issues of foreign exchange of ATP certificates for Russian, metrology in the ATP, namely verification termoregistriruyuschih devices. As it turned out, not all of them are in the register of measuring instruments, and therefore, not all can be calibrated.
It should be noted the interest and activity of the state bodies. We hope to understand the importance of compliance with SPS requirements of all stakeholders and to improve the quality of the process of transportation of perishable goods.
